Transfer Functions - GSA to MIK/Millikan

GSA is at basement of 525 S. Wilson Ave.
MIK is at 9th floor Millikan Library (low participation of 2nd mode)
Millikan Library also has horizontal channels at each floors, only for triggered events

Typically, we convolve the record at GSA with the equivalent SDOF response to a delta function excitation for the EW and NS fundamental modes of Millikan Library, unless stated otherwise
